Ascended Rune
I got a free Ascended Rune from another player recently. The text says it wreathes your weapon in lightning after you apply that, and I see this in the animation of my weapons after. However, I have no idea what advantage this rune gives. Would someone explain?
It doesn't, it's just cosmetic.

There's no particular downside, aside from the potential annoyance of needing to clear out your friends list.
Or if the person that you got the referral code is some kind of creepy insane stalker, I guess, but that's unlikely.
Just know that by this action/keeping the link they will receive 'ascend a friend' credits when you buy anything from the store and such ... that's why some people advertise 'free goodies' (but fail to tell the whole story) - the best free goodies are for them, not for you
