    So wondering can I play nightmare tide content with out buying one of the packages(24, 49,149)?

    That is a very rare thing these days (or in the past).

    You can play Rift ... ALL of Rift ... for 100% free. Paying only gets you more perks and such (or more gear faster), but with rare exception, paying or not, you can go anywhere and do anything for free or paying.
