Returning player, Are cloaks in the game yet?

Sort of: we have capes. They're not hooded, and they don't go around the front of your shoulder like a proper cloak would, but they're otherwise pretty close. You can get them starting in the Storm Legion content, either through the story quest or at lvl 51 (or is it 52? I forget) as a crafted item.

The ending storyline quests in both Pelladane and Cape Jule award one.
The first crafted one is 51
There is a Torvan Rep one available at 50 and a empyrean sourcestone one purchasable from the adventure dealer at 50.
There might also be some costume ones available below 50, but not sure.

There's costume ones for lvl 1. I got one on my cleric. Think it was around 600 credits for one, they give +1all resistance. Nice to have as a tanking char at lower level, just equip it in the normal equipment slot instead of the costume one to get the resis bonus.
