I'd say it would be best under the classes section of forums.

In the "Classes of Telara" forum topic, there are sub-sections for class-specific guides and class-specific discussions. Check the guide forum for build ideas, and if you can't find one, post in the discussion topic as someone might have a build on a third-party website.
