When i was on the pts I was able to get 110% mounts but they had the apperence of starting mounts no armor etc. Can I buy those somewhere? I looked everywhere i can't find the vender.

It's a veteran award and has been in the game for awhile now. Check your Jarvis, if you've been playing the game long enough to have one.
