When you finish the quests in a zone the NPCs will usually direct you on where to go next.

What level are you? When you hit a certain level some quests may open up in the main cities.

im level 35, and have no clue where to go. I dont want to finish the rest of the quests in the scarwood area because they're too far and spread out.

You need to go to droughtlands at lvl 35

    Or Moonshade Highlands.

The Defiant have a port-quest from Meridian to Moonshade; the Guardians have a port-quest from Sanctum to Droughtlands (though you'll want to head towards Freemarch to visit the first quest hub). To get to the other zone you run through friendly controlled territory.

Both zones are the level 35-low 40ish zones. Droughtlands may go slightly higher than Moonshade, but it ramps up in level slightly faster.
