Sometimes things are risky to push up early such as having so many many internal change lists that the chance for missing part of the work when pushing stuff up gets high. Or it has dependencies that aren't ready for Live. Some things (like maps) can't be integrated outside of a major patch cycle. Simply put, MMOs are huge complex things under the hood, so the reasons are myriad. In this case, it just fell through the cracks. The fix was integrated up just shy of the patch build.
