I wish there were a better option, but any other solution will require a not insignificant engineering change in the actual quest code, and as such is not something that will be happening soon. I am not fond of the cooldown being in place, but given having to choose between leaving the system open to exploitation or facilitating min-maxing... well, I have to fall on the side of blocking exploitation.
