In short, is this purely an addon-to-addon system, or does it also allow us to emit /say text?

Purely an addon-to-addon system. There is no way for users to directly see anything produced by Message or Storage.

Secondary question: Have the ToS people given thought to how addon messages are or aren't counted as complying with ToS? (For a particularly bad case: Imagine that there exists some string, somewhere, which compresses to something containing a highly offensive word, and someone is sending compressed messages...)

Note that it requires voluntarily opting in, in several ways, to receive and display that data.Honestly I think this is one of those things that will have to be dealt with on a case-to-case basis. I'm not the ToS people though, and can't speak for them. I can run this past them if you want a more concrete answer.
