[BUG REPORT] Corpse Talon's cooldown is not being reduced by Legendary Soul Bond

Context: Corpse Talon and Legendary Soul Bond
"Intercepts 15% of damage taken by the ally. The Mage takes 30% of the intercepted damage. Increases the healing the Mage recieves from Essence Link by 30%. Can only affect 1 ally. While active Necromancer cooldowns are reduced by 25%. Your Necromancer damage is increased by 60% and pet damage is increased by 120%." ~ Legendary Soul Bond
Expected: Corpse Talon's cooldown to be reduced by 25%.
Observed: It starts at 30s and stays 30s.
Repro Steps:
- Selected Legendary Soul Bond
- Summon a pet
- Apply Legendary Soul Bond to pet
- Note other Necromancer cooldowns are reduced
- Note Corpse Talon is not reduced
