[BUG]Arcane Finesse (Lv64 Mastery) is consumed by some abilities that deal no damage.

Mage Mastery

Context: Arcane Finesse (Lv64 Mage Mastery) consumes by utility
"Primary Bolts increase the damage of your next 3 non-Primary Bolt abilities by 7%. Lasts 30s" ~ Finesse
Expected: What it says
Observed: Wind Chill, and Icy Vortex consume Arcane Finesse. These are utility spells that deal no damage. There is no reason for them to consume.
Repro Steps:
- Take Mastery
- Cast a primary bolt
- Cast Wind Chill or Icy Vortex
