This also happened to many members of my guild yesterday when they went to load into a dungeon and it constantly showed them in game on the guild roster despite them being disconnected and unable to load

the only way to log your char out in this situation is
    close the game,
    close glyph,
open taskmanager to delete anything glyph related in processes and apps
    run the game

When you log in, a file is created, that remembers login order of accounts.

When you log out, the server performs an activity, that ends your login session for that char, so you can switch to another char...
That means the information of that char + direct surroundings/settings has to be saved. That's easier in standard settings where nothing active is going on, like in the save zones

When you try to log out while in combat, or during activities, the log out may be blocked.
In situations that are not considered safe, but where stuff can happen, you get the notification that it will take a while to log your char out.

That time is usually needed to store your char for the next login.

Breaking the session off during a crash or a hard reset does not set into motion the log out activities.. When you relog from such a crash/reset, you often find your char a few steps back from where you left it if for example you were running through mobs to a mob-free place.

You usually only loose the last minute of activities max, activities that are not logged in the system because the server logs finished activities and saves those, but a few steps on the map can get lost in the time the server needs to refresh the settings.

Anyways, if you can't start up the logout procedure, the system will see you logged in, blocking you from logging on another. Should pretty much take the time it takes to go auto-afk while doing nothing, then the server refresh.

You can shorten the time by clearing the active processes and closing the game, so your login information for the session is cleared. That way, you can restart the game and log in again.

sorry for the non-edit, apparently the answer was too long...
