Stillmoor Quest: In a Quiet Place

There is a post about the mob not spawning from back in 2011, but when I get to the grave, he does not spawn as of yesterday. There is another named mob in front of his grave but I have killed her numerous times and no advancement on the quest. Level 45 quest called: In a Quiet Place cannot be completed.
