No more guild quests from Emby?

Which restrictions are there to get guild quests from "Emby the Cat Herder" in Margle Palace?

Our guild is at level 28 (+ ~70%), and we used to have a choice between Grinson Stoe in our guild dimension, and Emby in Draumheim. But this week, Emby did not offer any quests to me.
