Warchanter - Comradery not reducing CD

Context: I used many Encouragements and my CDs on warchanter abilities are not reduced.
Expected: I expected each finisher ability reduce my coldowns for 0.5/1s, which could happen every 4.5s.
Observed: The CD reduction is the same with 2 points in comradery and without skilling it.

Repro Steps:
1. Spec at least 22 points into WC for comradery (2/2)
2. Use encouragements + finisher
3. Check cooldowns
