Merga, Greatfather Frost's Assisstant and Light the Way
None of my characters lower than level 70 have access to the Light the Way daily offered by this npc. I've checked across multiple characters and servers and only my three level 70s can get this quest
Maybe a non issue now? Quest appeared after I turned in the weekly. Though I didn't have to do that for anyone else, past events or this one.

You need to have completed the "Story" quest for each phase to access all the dailies for that phase.
At a guess, your 70s completed the Season's Greeting quest previous years, and your alts have not?
