[BUG] Searing Vitality won't apply stacks to the mage if you have Archon's Bulwark

Mage Archon

Context: Archon's Bulwark stopping Searing Vitality
"Casting a Primary Bolt amplifies all damage of that element by 100% for the next 3 abilities. These buffs last 15 seconds. Additionally activating damaging abilities has a 30% chance to make your next 2 Raid Support abilities be instant cast and deal 200% more damage. Counts as a Mage Armor. Lasts 1h." ~ Bulwark
"Deals x Fire damage over 8s. Applies Searing Vitality to the Mage each second, increasing Endurance by 150 per stack. Max 5 stacks. Lasts 5m." ~ Searing
Expected: To be able to gain stacks with Bulwark on.
Observation: Casting Searing Vitality while you have Archon's Bulwark stops you from gaining stacks or Endurance.
Repro Steps:
- Cast Archon's Bulwark
- Cast Searing Vitality
- Obtain no stacks until you remove Archon's Bulwark
