[UNABLE TO REPRODUCE] Irresistible Water Snail Lure

Context: Fishing with irresistible water snail lure in shallow water

Expected: I should not catch trash items while Water Snail lure is in effect

Observed: I continues to catch grey trash items aong with normal fish.

Repro Steps:
1. Apply Irresistible Water Snail Lure
2. Wear planar fishing lure shoulders
3. Fish shallow water
4. Catch fish and trash

I tried to recreate and failed with the steps I listed, then I realized I originally had a quest that may effect the process.

Repro Steps:
1A. Pick up Uncle Stan's Fishing Derby Quest of the day
1. Apply Irresistible Water Snail Lure
2. Wear planar fishing lure shoulders
3. Fish shallow water in the derby quest zone
4. Catch fish and trash
