Legendary Shadow Blitz debuff immunity

Skill: Legendary Shadow Blitz - Rogue - Riftstalker

Issue:
Any crowd control-immune enemy (all dungeon/raid bosses for example) are also immune to the -15% damage done debuff applied by legendary Shadow Blitz

Similar debuffs from Titan (Legendary Upheaval and Legendary Epicenter) work on all enemies, so I would expect Legendary Shadow Blitz to work also.


Repro Steps - Use Legendary Shadow Blitz on a CC-immune enemy - a dimension dummy will do - and you'll see a green IMMUNE message, and no debuff is applied.

Tried some today on Beligosh LFR mode, still getting immune messages (and no debuff applied).
