    No, the threats that matter will be opened by the occupied Dev.

    In order to make Harbinger PvE Viable, without adding to it's strengths in pvp are:

    More eternal scaling
    Reshaping the damage distribution from dot-coats to dmg cd's

    PROBLEM:
    PVP harb is a very oppressive flex spammer.
    So raw output % are not recommendet.

    PvE Harbinger needs ca. +12% effective output.

    Easyest buff would be to make the Harb Blade buffs accept the Eternal.
    Considering everyone wanting those being removed, Harbigner already is one of the strongest Eternal independent dps specs. So if Eternals would get thanos-snaped by tomorrow, Harbigner would be THE go to dps. Eternal acceptance for Blade buffs would
    1) give it a pve independent buff (duells are broken anyway)
    2) Give it some more aoe from the axe

    The best way to make Storm Shroud more fun and an impactfuld decision had been making SS a legendary isntead of Piercing Beam. Giving it reduced cd but removing the slip away.


    Mage now has more Legendaries to provide Lingering Torment for 30 seconds:
    - Legendary Searing Vitality
    - Legendary Radiant Spores
    - Legendary Raging Storm
    Lingering torment ofcourse does not stack.

    - Atm, distrupting the Vorpal dot chain results in a big damage cut. Making Vorpal Slash hit a second time for the same amount of dmage after 1 second (Like Dire Blow) instead of it's 8 sec dot gives it far more flexibility.

    - Furious Assault reduces Air, Life and Ethereal gcd by 1.25%/1.5%

    - Legendary Galvanic Strike lasts for 60 sec

    - Piercing Beam applies the debuff from Rending Slash, if known.

    - Legendary Ascention no longer reduce damage taken, reduce passive boni and increase active boni. Increases chance to criticaly hit non-pvp-targets by 100% while active. (Less spam and more sync like a good Shaman) and a default 30sec cd- not this spam reduction.
    - Alternative: Eldrich Armor: After casting a spell with casttime, the next Harbinger attack crits 100%

    - Leaf of the Wind now increases maximum Charge by 2 per point spent (instead of 2% dodge).

    - Lucent Slash hits the target and 4 surrounding enemies, 10m range. (instead of enemies infront)

    - Legendary Internalize Charge gives it's bonus to chast time- and channeled abilities.

    - Legendary Raging Storm passively doubles the tickrate of Channels.

    - Legendary Bloom now has 5 stacks, making the next 5 damaging spells fire a Vile Spore
    (giving Chloromancer a way to preload healing potential)

    - Legendary Gathering Storm passively increases air damage by 100%

    - Healing souls now also grant +1% damage done per point spent.

    Maybe not all at once, pick what you think makes sence.
    -> Giving more emphasis on channel dmage and tickrate goes a long way on Wrench Lock, Pyro, Harbinger, Archer and-maybe one day- Stormcaller.

    That looks an awful lot more fun, has Tempest winds as strong cd (interruptable in pvp) with a chance for controlled crits.
    Making Raging Storm viable moves Harb away from buff+spam aswell as Warlock and it's noisey LL and gives it more value for proper sync and timing.
    Raging Storm+ Tw remain interrupotable in pvp.
    Hardcast Fireball - Blazing Light - Piercing - Rending - Int charge - Ascention - Raging Storm - Vengeful- Vorpal - (Icycle) - TW - SF - Lucient - Rending

    Leggy int charge giving the dmg bonus also to channels and Raging Storm applying Lingering Torment + double channels changes this for Mage:
    So instead of tracking Neddra stacks and chase charge for GS, you track and time your Eldrich proccs to distribute the critbuff to the slashes you want. Less spam- more focus on Harb- classmechanics.

    Flame Volley becomes viable for Pyro. Pyro can now use The fire dot Searing Vitality for Lingering torment.
    58 Ele has a chance to run Lingering Torment.

    That way, Ascention becomes a godmode cd that can be dodged and mitigated in pvp
    while Harb has a more courvy distribution to work with. And Leveling Harb remains with it's defensive bonus.

    It would be nice to include some changes to Dominator. It has so many useful abilities in pvp but the damage is horrible.

    Given the nature of wf's since a good while, it would need to keep itself up in 1v1 situations.
    Instead of raw dmg (decent dmg + bag full of cc in a 5v5 is oppressive)
    The option to straight up reflect damage, maybe even reflect 200% damage taken, would make for an interesting match. Would reduce afk spreading lazy procc auto cc. Give it some utility to assist melees ?
    Would watch a stream of such a situational option, almost exclusively based on timing and awarenes.

    And funky Dominator pve tank hybrids, reflecting damage and mass cc?
    Yes please

    But pvp Dom would need a crucial buff that overwrites any guardbuff. Tanky cc wasn't possible in it's prime, SL, and d defenitly be too much.


    And one more to mage in general:
    That Mage Eternal could handle +1 stack of it's bonus every 5 seconds out of combat by default.

    /for the ones reading along:

    Harbinger has a higher and more controlled opener than Pyro which synnergizes well with Omnox uptime etc.
    Same dps + higher opener = dothemath.
    But you either save Phantom blades for Missiles and lose on the extendet Spin zone uptime and vice versa. The longer Azranel goes, the more 4-5 sec wait time a raw Melee option adds up on spins. (5 spins and you afk 20-30sec longer already)
    Also it loses on having it's cd's dictated to be delayed.
    It suffers 2-3% crit fluctuation which makes benchmarks tough.

    Pyro loses Lef to Count down exploding on pillars, lef/min from being forced into range and primary bolts on longer movement. But on spins, it can prebuff, precast and continue hitting Azra from second 1 on. No matter how bad spins are handled tank wise. Having a cliped spin etc has little impact on Pyro as it's 4.5 sec rotation block is about wasting cd's and holding nothing back. Up to 1% gain ontop from exclusive ws+fs sync.
    It suffers from a soft windup courve and procc/ alternatively prepull demanding opener, starting closer to it's 5min average.

    Pyro is much more relyable on Chaotic encouner- which sounds rather strange giving the once flexible nature and base design of Harbinger- but tons of target debuffs and the extensive care that goes into a proper GS refresh makes it heavy and slow.

    There are a couple concepts to bypass Harbinger's issues on Azranel- (Blademarking off the pillar to bridge the spin disconnect etc) but given the fact that it, Pyro and Warlock miss ~12% due to an interrupted buffing phase makes Mage dps more of a thing of personal preference atm.
