That really depends on the gear and spec being used. If the everything else is BiS, then yes the top 6 will be BiS.

Though I don't think this will matter much as you will need resist for almost every fight in ID.

10080 ish, once you have completely capped Block.

So basically, there is no point where Int is better than Wis.

Unfortunately this is incorrect.
After the second soft cap at 1081 block rating dodge and parry are better per point.
Now wisdom gives parry and block which makes it better then intelligence.
However you have to remember that the parry hard cap still exists and might be reachable in ID gear (not sure). After you reach this hard cap you only get block from wisdom and since block is lower rated then dodge int will be better at that point form a mitigation point of view.

The parry cap is 1236 parry rating.
The max you get from raid buffs is 208 (fanfare for 52 wis and 52 str and archon for 52wis and 52str)
Then you have parry on runes and gear (never really that high but it's there)
Possible Wind Glyph for 30wis
Wisdom from PA (max 60 atm)
Elder tablet (19wis and str)
Wisdom Vial (40)
Then there is resonance effecting str and wis from gear and base stat.
And possibly another 5% wisdom of gear and base stats in you take puri.

Assuming wind glyph, full PA, BiS sigil, wisdom vial, tablet, 6 parry gloves rune, all raid buffs and resonance and assuming 0 parry on gear it will be at about 635-640 wisdom outside of your sigil. Which we probably won't see to soon while wearing tank gear.

The top 6 in my spreadsheet are assuming standard raid buffs and relic HK gear (basicly what you should be progressing in when you start ID). Assuming a non-magic fight.

But like Noshei said a lot of fight in ID will probably require magic mitigation and in that case the BiS list will be different.

Rlifebound Relic is on your spreadsheet as one of the better trinkets, but with the 1.8 changes, this 88sp isn't changing parry anymore, and has no effect on dodge or block either, according to the character sheet, so it seems to only be beneficial for additional threat from spell damage.

Am I missing something, or would I now be better off using Insanity Sliver for self healing on block, or ShoE for threat from healing?

Because of the change to how we get block, dodge, and parry (went from converting from SP to converting from Int/Wis) SP is only useful for threat.

I would suggest either of the PvP trinkets, especially over Insanity Sliver as it has a horrible proc rate. Also the +75 Dodge trinket from Prince has a very high proc rate.

I really love this spreadsheet and appreciate all the work you put into making it. Does your spreadsheet take in to account stat caps (such as block) when determining stat value and recommended gear upgrades?

That's kind of bad then because all other ID items have 65. Meaning it's probably a bug.
It would mean that if you use that shield you would be short of focus cap for the next raid tier (if you don't use a different shield by then)

Are you sure about the 50 focus because on ID items I would have expected 65.

It has been reported several times, hopefully it'll be fixed this reset or next.
