You are the one who presented an idea that would include a handful of 'if' statements and restrictions.
Can only wear items if
Can only lock xp if
Can only have X amount of stats if in Y scenario.
Can't lock XP if you are queing for a WF and level 18, 19, 28, 29, 38, 39, 48, 49. But can lock XP if you are any level but not if you pvp at the certain levels in WFs then you have to unlock.
This is already getting complicated to code. Simple is yay or nay. Not...well if, if, only if, but, then, only if, if.
That's assuming there are any queue pops to be had after the first week or two beyond implementation. Most likely, it'll be called the Secret Garden because nobody will get to see it 'til 50 when they have next-to-no favor to buy the first basic set with, and have no real PvP experience, and get roflstomped continuously by fresh 50 alts, plus the geared players, and think the PvP blows. In other words... I see this as just another nail in the coffin for keeping new players engaged, as well as chasing off folks that are disgusted with the state of level 50 PvP and its imbalances and want to play in slightly more balanced lower tiers.
To the OP - I certainly agree with making augments and notoriety runes applicable [there are still several that are very overpowered at lower levels that are applicable to level 1 items - i.e. Runeguard, Red Scar Trackers, Arcane Hand (?) and lower] scale with level like other gear and crafted runes. I agree with stat caps that scale with level.
Just leave xp lock alone. It's fine as it is, if they'd just fix the augment/rune issues, and also make the source engines scale with slot capacity to level (i.e. 6 slots at 50, 5 at 40, 4 at 30, 3 at 20, and keep the basic quested 2-slot through 19) (so you can't have a level 12 xp-locked with 6 purple essences from prior events, plus event jewelry weapons, etc - stat caps would mitigate those items efficacy in PvP, while leaving them intact for PvE'ers).

Each of the three components of the solution I suggested have already been implemented to some degree.
- A few weeks ago, the level requirement was adjusted on epic faction runes to prevent them from being used on low level gear. I'm suggested augments should receive the same treatment. Many others have suggested this as well.
- There is already a general consensus that grandfathered items should not be available for PvP.
- Stat caps are nothing new. Other MMO's have had them for some time. LOTRO and Warhammer Online have them, and I believe WoW does too.
- Rift lite players already have a special case exp lock at 20. And it would be trivially easy to restrict exp locking to certain levels. It would in fact be 1 line of code. I don't believe you are giving Rift developers due credit.
Again, the changes I have suggested are logical, would be easy to implement, and would eliminate the gear advantage of level locked players. I hope Trion reads this thread and seriously considers making these common sense changes.
BTW: the changes I have suggested are much simpler than the rules and restrictions already in place for Rift lite players. If it is reasonable to ask trial players to understand a more complex set of restrictions, then experienced players should have no difficulty grasping a subset. And Trion has proven themselves to be more than capable of making these sorts of changes as needed.

I proposed the idea of stat caps through the bolstering system in my thread, unfortunately, twinks just want to have the advantage. Any advantage. They feel they shouldn't have to be punished since they put in extra effort, it is a gear based (i.e. progression) game after all. Of course this mentality may have changed now that Trion has turned off twinking.
