According to PTS, It seems that PVP weapons now have +Hit.
Hit negates the rate of Dodge and Parry which make sense.
But It seems that hit also negates the rate of Deflect and Block.
One can make and experiment that as higher HIT the rate of Deflect/Block of the target is drastically drop.
It is ok that HIT can decrease Deflect/Block mitigation BUT it should not effect the rate of Deflect/Block.
In sum, in PVP,
1) HIT negates the rate of Dodge/Parry/Deflect/Block of the target.
2) HIT also decrease Deflect/Block mitigation of the target.
