Default Does the 'R' in Rift stand for 'Rogue'?

Almost every wf is dominated by Rogues.

The wf I have just finished 8/14 defiants rogues, 10/14 guardians rogues, and this is by no means a one off.

With mage nerfs there will likely be even more.

Something is seriously wrong with balance that the class is so over populated. Its getting ridiculous.

Yes, because nobody has ever gotten into a WF with 10 Clerics, or 10 Stormcallers, or 10 anything else.

FWIW, I tend to see a general variety of rogues/clerics/mages, with one or two warriors every so often. I'd love to see a couple more than just 1-2 at most, because from my experience, a good warrior can seriously ruin my day. Then again, I've seen rogue tanks ruin a couple of games for me (Damn you! I'm onto you next time!! D:< )

Me and some PvP buddies always try to guess what percentage of the WF is going to be rogue before we load in. Typically guesses around 50-75% win.

Ok, to be honest I do not understand what you mean by "dominated".
    I will go with overpopulated.
There are a few simple reasons for that.

Let's see what other classes have:
    1) Cleric
A cleric that is below rank 6 dies very fast. Due to being a cleric (healer) you also get focused by everyone.
Without a proper premade that will help you when needed you will die a lot.
DPS clerics are outshined by other specs.
    2) Mage
Mage was overpopulated before 1.2 due to being overpowered. In 1.2 Mages (Pyros) got hit by a nerf. They couldn't 1 shot people anymore or they couldn't CC-lock every player in game. They quitted.
    3) Warrior
Warrior is the most healer intensive class in this game. It has no possibility of going range dps. It requires rank 6 and a dedicated pocket healer.
    4) Rogue has stealth so he can choose his battle (a griefer class). If stealth is not good enough they can go MM and do nice damage from far away with high movement speed.

    Conclusion:
Rogue is the most PUG friendly class in the game.
But does this make this class overpowerd?
    NO!
If you see a proper premade.
    The premade will contain this:
    - 1 Warrior DPS
    - 1 Cleric healer
    - 1 Healer/Off-healer

This above is the main setup.
As long as your premade has this setup other classes are irrelavant.

Rogue is always a popular class. Add to that they can fill multiple rolls and Tara. Nothing op about the class just you take the archer (popular in all games) the stealthier (popular in most games) and the light armor dps( not as popular but has a following) and put them all in one class. That doesnt even add In the bards and tanks that are also rogue rolls.

    So popular yes. Op no.
    Something witty goes here.

    The R stands for Radiation.
RIFT = Radiation Induced Fluid Transport

The fact is, Rogues are the most versatile Class available.

Most people enjoy playing them as well.

And from my view, they are the easiest class to use.

There were always popular before 1.2 patch but now it shows more because they actually do fairly decent damage, probably more then what they should. Especially ranged Rogues. I keep saying it, ranged Rogues damage and their GCD is ridiculous compared to other classes.
