Confused about Rift Walker set.

I read somewhere on the internet that the weekly cap for Frozen Eclipse Stones is 6.5k or so, but the entire RW set costs 190k, so it would take about 30 weeks (7 months) to get all the stones to buy the set. Is that right or am I doing something wrong? Also, what Tier of raid gear would it be equal to?

I think your math is wrong. An entire set of RW gear costs 90,000 stones.
RW gear is tier 2 equivalent.

You wouldn't want the entire set anyway. There are comparable/slightly better drop pieces, and you aren't likely to get anywhere near enough hearts to upgrade armor, unless you're a tank or you lead a guild and screw them over.
