Apparently some heals (AOE, procced heals, and the like) are not hitting group members that are flagged for PvP (or vica versa if the healer is and the group isn't).

Fixed this issue by having everyone turn on PvP (you could also have everyone turn off PvP).

I'm thinking change to fix PvP flagging from being rezzed/b-rezzed/entering zone is the culprit.
