Default PVP Soul Skills in Dungeons?

So the PvP souls have a lot of seemingly brokenly strong skills... For example, Vindicator has a high rank skill called Phalanx, which "Reduces the damage taken by everyone in your group by 50% for 30 seconds.", with a 2 minute cooldown. Aside from being kind of ridiculous even in pvp, it doesn't state anything that would suggest these skills can't be used in dungeons. Lots of the skills appear to provide bonuses that don't (at a glance) apply only to pvp, only a couple skills appear to have effects that only affect players. Anyone know much about this?

the min/max loss for the minimal gain would make this selective use. Also you would need Prestige 6
    Reflex - Cleric
    Prank - Mage
    Uck - Rogue

Still waiting to find out if Subdue's passive ability works on bosses.

Subdue - Taunts reduce your enemy's damage by 60% against anyone other than yourself.

Guard doesn't work against NPC's, I've tested it several times.
