You can get this from the rune crafting recipe vendors. Dashnai Batu in the Manufactory of Meridian for defiant or Monleen in Sanctum if you are Guardian.

yeah, its a standard recipe and the must have now that the radiant version is out of the realms of most rift players :P

This recipe is very close in stats to the radiant version for only a fraction of the material cost. It's a good alternative to craft if you are short on endless planar dust.

I doubt it's people have 'caught on' to it. More like twinks are using them to get hit on low level characters to get even further advantage over normal players driving their prices up making it further unlikely that new players would have the items.
