    Post Ranger soul quest npc in Sanctum?

    I can't find the npc that gives ranger soul quest in sanctum, and I heared that this quest is buged? Thanks if you can provide me some information on this one. Thanks

    Going across the bridge into Sanctum, head to the right towards the bankers. Rogue NPC is to the left of the bank.
