I just did some middle school level number crunching, and it has become very clear to me that charge damage (NOT DETONATE - we already know that detonate does) may be using either dexterity or melee attack power somewhere in the formula. The general assumption was that it didn't. It isn't stated to, and it doesn't reflect on the tooltip.

Two sets of 50 hits were done, crits discarded and replaced by other hits. (We already know that crits factor into charge damage.)

Level 38, Dwarf. Rank 8 of Blast Charge and Detonate. No talent points spent in either set. Target was a Sanctum Normal Practice Dummy. The following numbers are for the damage of a single application of blast charge only:

Set 1: All gear equipped.
min=19
max=23
range=4
mode=22
mean=22
median=21.08

Set 2: Only weapons equipped.
min=17
max=22
range=5
mode=19
mean=19
median=19.38

These are not exactly huge samples, with only 50 to each, but it's enough to get me strongly skeptical of the convention wisdom. Anyone else want to have a go at it, or have any ideas as to how to test for the role individual stats play in charge damage?
