Default Is blinding powder useless for assassin?

Since it breaks on damage, is it basically useless for any build that uses bleeds?

you can use it on extra monsters. you pull 2, blind one then attack the other.

also i agree with you that a lot of rogue cc is very annoying due to bleed, poisons etc that do damage over time.
it would be better if it was instant damage for the usefulness of these abilities, but unlike mages who even get cc that only breaks after a certain amount of damage 5 percent, rogues where left out ... there is no buffer damage for cc for rogue...

so blinding powder is very nice, just not as nice as it should be due to the reasons you mentioned.

you have foul play and paralyzing strikes for your primary target.

blind powder is a delicate cc (as are all break on damage cc), and good defensive measure in some situations.

you can alway open on one caster in the back, blind the person beside him, then burn down your target. Or blind powder your target's healer if he is getting healed..

many uses, just not an easy skill to land well in pvp

Used this concept on WoW(shudders), it's not nearly as smooth on Rift, but it still works.

Great for a stupid pet that is chasing you around corners, or 2v1(me)
