Default How Does the Second Part of Combined Arms Work?

So the Combined Arms talent from Saboteur reads:

"Your Fragmentation Bomb detonates all Charges on the primary target."

This is all well and good, but then it says...

"Existing Combo Points on the target triggers Shrapnel Bomb, dealing Physical damage to surrounding enemies."

This is the part I am confused about. What does it mean? For starters combo points seem to be based on the character and not on targets, so that's nonsensical right off the bat. There is no ability "Shrapnel Bomb" as far as I can find, so I assume it is a new one triggered by this talent somehow.

    Is it trying to say:

"When you use Fragmentation Bomb existing combo points are spent to trigger Shrapnel Bomb on the primary target, which deals Physical damage to surrounding enemies."

Pretty sure that is left over language from very long ago when cp's were on the target, not on you.

    Yes, that's what it means.

The reference to "combo points on the target" is very old wording that was apparently never changed from vanilla (when combo points used to be stored on targets instead of on the player).
