BUG with tact heals

Both restorative engine and Curative blast aren't functioning properly when it comes to smart healing, they will ONLY target the 10 closest people, even if those 10 people are at 100% hp and there are others in your raid who aren't causing lots of healing from them to be wasted.

Thanks for bringing up this issue. Restorative Engine is currently not using smart healing and will be changed to do smart healing. Curative Blast is still doing smart healing from what I've checked.
