Default Proc rate on noise canceling and sticky coating?

I started throwing sticky coating on my gun the last few days and I'm pretty disappointed. I assume it is only for pvp, because I haven't seen it proc in pve. There are a couple threads on these coatings, but they are a few months old and everyone guestimates the proc rate at 5-10%. I've tried to keep track in wf's, but I honestly haven't seen it proc when running mm.

Is the proc rate better on noise canceling coating as it is a higher crafting level?

Random cc procs + diminishing returns = terrible.

Please don't use noise canceling coating, it's a crappy short silence that you can't choose when to use it, usually just leaving a cleric on DR when you want to use a targeted silence to finish bursting them down. It basically just screws over anyone trying to strategically use their silence.

I use noise cancelling all the time in PVE, with that and deaden there are usually times in an instance that I can make something not able to cast at all. It works OK in PVP, and procs quite a bit but I find it's unpredictable nature and the DR that it triggers makes it better just to use deaden by itself.

I don't use the sticky coating.

I use noise cancelling on stingers. Helps in theory.
