Other than auto attacks... that's about right.

Don't worry, the Paragon tree is for dual wielding and has multiple abilities which hit with powerful single target and AOE attacks using both weapons.

Oh, for Rogue? Nah, offhand is just for decoration.

The only set off my head that the offhand matters is Blade Dancer where several of the attacks use the offhand and the only one attack I know of that uses both is Dancing Steel

Off the top of my head:

Twin Strike, Rift Disturbance and Deadly Dance

Apart from that the second blade is a stat stick, so always put the better dps weapon in the top slot (Main hand).

Twin uses OH on the "adds" and MH on the target.

Quick Strike and Precision Strike also use strictly OH damage, but only worry about your OH when using a deep BD build.

That is really depressing rogues are supposed to use both weapons at all times. What is the point of calling the class a rogue? This is something that needs fixed no other game I played had rogues that only used 1 hand at all time.
