Default Weapon speed and poison/enchant procs

I've been getting conflicting information. Does weapon speed play a role with poison/ench procs? eg, do daggers pump out more poison damage than say axes (1.8 vs 2.4)?

Some folks say that the damage is normalized and that there's an internal cooldown on poison while others maintain that the 20% chance listed in the tool tip is a simple flat 20% and fast weapons will therefore trigger it.

Weapon speed does not play a role in the frequency of the poison procs. Every single attack will have a 20% chance to proc the poison. There is an internal cooldown on the poisons but it's VERY short. It's only there to avoid getting mass procs while you AE. You'll never hit the internal cooldown on normal swings.

Weapon damage is normalized but that has nothing to do with poison procs.

    .
Sorry but for what do i understand wep speed plays a role in poison proc.
    HiSpeed wep (dagger)=more swings=more proc.
The weapon normalization for what i have understand is about making same dps wep but with different speeds to give almost the same number on ability thta says "weapon damage + x-y".
Without the normalizzation a slower weapon would make such abilities to hit harder.
I think this have been made to buff a bit poisons.

    herp derp

like the guy above me said

    the faster the weapon
the more times you hit the enemy
the more chance of procs you have

    example numbers...not 100% accurate numbers
lets say you have 2x 2.4 speed swords
you hit the boss 25 times in 30 seconds
that is 20 chances to proc

lets say you have 2x 1.8 speed daggers
you hit the boss 33 times in 60 seconds
that is 33 times to proc

    what sounds better to you?

You guys can make all the assertions you want, but until a proper parse is done or a dev can clarify this then the debate and confusion sits where it has been for quite some time.

Faster weapon is more procs. Simple math.

Never seen any confirmation about ICD for weapon enchant procs though.

The devs have clarified by writing the tooltip the way it's written.

The same poison/enchant can't proc twice instantly, but can proc within one second of itself. With a 1 second internal cooldown, faster weapons are better.

Nothing to get over, I hadn't seen the test linked above but it certainly satisfies the question for me.
