Default Saboteur- charges, can you put them on without aggroing the mob?

I was running around in Stonefield, and saw this Saboteur. And I saw him / her tossing charges at a mob and the mob didnt start running towards him like they do to me when im on Sab.spec.
Have I missed somthing here ? Can you really put them on andthe mobs doesnt aggro until you blow them up ?
This person did this to several mobs, same thing every time.

Theres a 3 point talent in the sab tree that causes charges not to generate aggro until detonated

Dude, the OP isn't even a Sab, he's just asking about the class.

    you're right, i over-reacted and i apologize -
i was venting frustration at the state of game, and all the Sabs that grab the cookiecutter spec and go on killing sprees without knowing squat about the game or the class, just looking for easy kills.
you asked a legit question, sorry i blew it up (pun intended)

you can also incapacitate the mob with lost hope (nightblade skill) and attach charges.
