Shield of the North Wind not working?

I've noticed on rare occasions that when I cast Shield of the North Wind nothing seems to happen. Anyone else experience this?

Nope, but in PVP it is a ton smaller. I've never had it successfully cast and not show up at all though.

Ok thanks. I'll keep watching to see if I can tell what conditions are causing it to fail.
