Default What does incompetence ACTUALLY do?

Am I right to think that incompetence is capped by damage done? I was noticing that, on ordinary mobs, it just always heals as much as the mob did. (Level 26; tooltip says 41-44, I've seen it heal 61+ on a crit attack.)
You can play WoW in any MMO. You don't have to play WoW in RIFT. Oh, and no, RIFT is not a WoW clone. Not having fun any more? Learn to play, noob! I don't speak for Riftui, but I moderate stuff there. Just came back? Welcome back! Here's what's changed. (Updated for 2.5!)

It normally heals for as much as the mob hits for because it heals you back up to full. In the case where you are not at full health you will see that it does heal for more than the damage dealt.

    Yep, actually quite solid heals.
Very good to give an ally some breathing room if he gets jumped by multiple people - most preferable on melee Rogues. Or simply any melee who likes to run right through your team.

Record as Pyro / Dom was over 200k healing in a long WF:Esc (mainly Incompetence, but also including Tonics and Bloodthirst).

incompetence usually makes the person do low DPS and prevents them from dodging AoE's

Ok. My main PVE spec which is Dom/Warlock/Necro and this power when I got it turned the tables for me completely. Now I am fairly low levels and it heals as much as the enemy doles out, which helps a lot. Now, because I am low level I do have a Causterized gem in my Planar thingy. Ususally i use stats, but I find this thing procs a lot from Incompetence, which means I am healing the normal rate, plus extra because it counts as a healing spell.

Now i would not reccomend this for everyone, but considdering I am not strong in the AOE department at the moment, it really works well for me.

It allows me to handle more than I can if i bite off more than I can chew and control. But it is serously one of my favored powers in the Dom tree.

I dunno, I prefer Warriors. They AOE a lot, and the healing on Incompetence is pretty short-range.

    Warrior: 1.5s GCD
    Rogue: 1s GCD

Plus the builds with massive oGCDs for Warriors are (at least in 1.6) long gone.
AOE or ST doesn't change how Incompetence procs.

And there's a lot of melee-heavy Rogues, in particular NB/RS types right now.

I dunno, when I am fighting people or enemies or pretty much anything on my dom spec I always close into closer range. It's just sort of how I do it. Not exactly melee range, but just close enough for my spells to actually work properly. It works well and allows for incompetence to do what it does.

Incompetence is one of the toughest choices you could possibly have while running dominator.
Enemy clerics just asking for it.
    So do enemy melees.
    happy dominator

To me Rogue = MM, these days. I don't bother with tanks.

Initially I put it on the most threatening healer though, just after I use MB.

If you label well played melee Rogues (not Guardian phase stupids) tanks and ignore them, you're just asking for a bunch of trouble.
