    Default Adequate intelligence?

Rift itself gives guidelines for how much Focus one should have for various activities, is there a rule of thumb for Intel out there?

270 to step foot into a T2. Thats just from gear, cant include buffs.

Int doesn't really matter, spell power and spell crit are what ultimately matters. You could get through through straight-up SP or SC, Int, or Wisdom. Doesn't matter.

    GSB: 5/5, RoS: 4/4, HK: 10/11
    GP: 4/4, DH: 4/4

This didn't answer the question. Also, this statement is false.

As was said, yes. You need 270 Int to even que for a T2.

As to counter the above quote, int>sp>sc. Spell power scales MUCH better than attack power. Int gives you both SP and SC. Personally, I will take less of each on a rune (by what....1.5-6 pts? Pfft) in order to get both stats. Gear your source machine for spell power.
