    If you use arresting presence on your target will your target get affected by the arresting presence besides the ones around you too?

    Arresting Presence puts silence on your target and a small AoE around them. So pretty much you just placed a silence bubble on whoever you cast it on.

    I am a total noob, but when I use arresting presence I see the graphic give kinda a wave thing that is centered around myself and not my target. I am not seeing a debuff icon on the target? Should the graphic be around the target? I could be missing the debuff icon on the target but I do wonder if Im not doing something correctly with this spell.

    I assume this has been confirmed to work as intended and im just noob'n out?

    You should see the debuff icon on them with no timer on it. If you don't see it they were probably immune, which happens a lot because a lot of people use CCs when they don't really need them in WFs.
