I am a lawyer in real life, but I try to roleplay an honorable character ;)
Equip crystal.
Wear 2 pieces of associated set, obtain 2 piece bonus. Wear 4 pieces of associated set, obtain 4 piece bonus.

Did you ever play WoW? The synergy crystals are a way to activate set bonuses. Since there are so many souls in RIFT, instead of making individual sets for each one they have 1 set of each armor type. You must have 4 out of 4 pieces of the same set to activate the synergy crystal of your choice.
They do not have one crystal for each set of armor, there is one set of armor and a synergy crystal for every soul that provides specific buffs / talents.
Is it all sets, or just PvP sets, or just some PvP and some PvE?
For example, is there a Synergy Crystal for Darkcloth Armor?

There are synergy crystals for the following sets:
- lvl 45ish Transplanar armor (can be bought with at the various Rare Planar vendors in Shimmersand/IPP/Stillmoor
- R3/4 PvP armor
- R5/6 PvP armor
- R7/8 PvP armor
- Hammerknell Raid armor
So no, none for Darkcloth Armor.

Well there also sets that have a set bonus without needing a synergy crystal (like the epic crafted sets and a few new T1/T2 drops).
But yeah it is indeed a huge gap.
I'd assume that the current T1-3 pieces are balanced around not having set bonuses to provide you with a good challenge on the next tier of PVE.
