Default Stormcaller- 51p skill and their new icy vortex skill

First of all, is it just me or does the 51 point stormcaller skill eye of the storm completely suck (charge consuming pbaoe snare with negligible damage and a 2 min c/d)? It seems like a skill they should get at ~10-20, not 51. Stormcallers need some sort of single target heavy hitter or maybe a skill that lets raging storm bounce between X amount of targets (becomes a chain lightning of sorts). What do you think about eye of the storm and what would you suggest to replace it?

Icy Vortex - New Ability: Reduces damage done to the Mage by 25% for 10 seconds and applies Hypothermia to attacking enemies, reducing their movement speed by 50% for 10 seconds. Obtained at 6 points.

Does anyone have any more info about this? Is it charge/channeled? Whats the c/d? How does it work? This spell could be great for rounding up and LoSing mobs so you can AOE em down. Im just worried that they will put restrictions on it severely limiting its use.

The 51 point talent is awful. Truthfully, for pve raid purposes anything more than 31-35 points in SC is almost a waste. In pvp it's the same thing, Maybe 38 for the instnat Icicle, but other than I have yet to see a reason to spend 44 points in the tree, and I love the SC tree up to that point. There are just a few completely useless talents, that don't either work for pvp or pve, and not for both.
    Deathdoor of Tearfall - 5/51/10 Pyro/Archon/Dom, 33/33/0 Necro/Lock/Archon, 30/26/10 Lock/Chloro/Dom, 8/51/8 Chloro/Elementalist/Warlock

Not likely to be a charge consumer, with a static duration. Most charge consumers say "up to xyz seconds". Channels sometimes do, and sometimes don't. It kind of looks like a straight up buff.

Assuming it's not a charge consumer, it could make Storm Guard worth getting. That's 40% off incoming damage + electrify and damage to melees. The hypothermia is also very interesting when applied together with Static Barrier. Automatic knockback + 75% slow, even if the mage is silenced/stunned at the time?

It sounds like an amazing combo with Static Barrier/Storm Guard to keep things away and stack more debuffs. I wish it were a little harder to get ahold of, because people are going to stack it with Ground of Skill and get it nerfed.
