Default A good place to start is

Not asking players who don't pvp and raid for balancing advice. They would neglect both sides of the camp eventually...

A good place to start is

    Not ignoring testing feedback
Not kicking some of the most knowledgable players from the dev skypes simply because of guilds/people they associated with
Timely buffs and nerfs to blatantly broken classes/skills
    - Which includes nerfing warriors and primalists now that we know what classes are pulling unbalanced numbers (They are about 10-15% ahead of the other classes FYI)
Ignoring PvP considerations when balancing PvE classes - a PvP specific nerf to relevant skills should suffice
