    Default Glowing attack bar...

Occasionally, one of the items in my "attack bar" starts glowing..
I assume that particular attack is now somehow "charged"?
However, if I target an enemy, it stops blinking and every thing seems to be back normal.
    What is going on here?

You might be queuing the ability before its refresh is up?
    Grl / Grrrl / Grrrrl / Grrrrrl @Deepwood <Hello Kitty> Grrrrl / Grl @Zaviel and probably more...

    No, it's ready to fire...
Just wonder why it "glows" or "blinks".
    Don't know what it indicates.

    Default Ability Queue

it means this ability is queued in the ability queue. if you dont press a new ability this queued spell would be the next.

if you press an other spell then the content of the queue will be replaced.

the queue is empty after the gcd. if the gcd is off - the spell starts to cast immedatly. if the gcd is on the next pressed spell is placed in the ability queue. toggle the ability queue to "off" and you will have "glowing" spells in you abilitybar never again.

So I should click on the glowing attack icon as a priority?

No, it means that you already clicked on it (or pressed the corresponding hotkey), and the ability will fire off on its own once the GCD expires.
