Kind of a vague question. What circumstances? What spec? In general SP > CP point for point, but CP can still be quite useful.

Sorry about the vague question. Which is better for DPS? i know that SP beats out CP and SC over all, but for DPS is it better to have CP or SP for things like augments in crafted gear and lessers.

You actually took the time to make all of that? If so, you are awesome and deserve a forum title that is more awesome than guide writer or something to denote your awesomness of what i have landed my eyes on.

Use the spreadsheet shown above, but pretty much going 50/50 sp and cp is a good way to balance.

    LOL

It's just a snapshot of the full dynamic solution, see my sig for details. Progression Raiders will want their own personalised copy. The snapshots are still very handy for quick lookups and the more casual player.

    Dunno how you missed it

Aside from the fact that there just isn't that much Crit Power available, there is a hard ceiling of 1400 after which Crit Power is useless. The Crit Modifier is hard capped at 2.0.

Going "50/50" is nigh on impossible

CP stacking will usually give higher average throughput as a Healer, but I'd still recommend prioritising SP, especially if you primarily tank heal. Simply because the worst case situation where you don't crit for a while will happen, and if your base heals are too low then people could die. It's less of an issue for Wardens since the large number of small heals they frequently put out should average out the crits.
