Default How is "Based on weapon damage" or "130% of weapon damage" Used with dual wielding?

Curious on how skills that take "base weapon damage + X" work with duel wielding. Does it take both weapons or just the primary weapon? If its both how so? Not sure if this has been asked before but i was curious because i'm rolling a main void knight and can decide how to fight.

If its the case that its only the primary weapon, duel wielding seems pretty sub-par for everyone except a pure paragon. If thats the case i will go with a sword n board style, or two handed.

Just main hand is added and you're right it is sub-par to a non paragon if your a warrior.
