Default Best for New Player who wants to pvp and useful in dungeons

I am about to start and wanted plan my character. I have been googling builds and watching YouTube to learn more.

Which would be a competitive build that everyone else isn't using:

    Tempest
    Tactician
    Inquisitor

Nobody uses tactician for anything. Nobody really uses tempest over reaver. Everyone is using inquisitor.

Inquisitors are pretty awesome... and that's coming from a Mage.

You should know tempest is a pay-for spec, you have to buy the Storm Legion soul pack to unlock it. At low levels it is pretty effective in pvp though since it's ranged and has burst instead of reaver's sustained dmg through dots. IMO tempest (also reaver) is a boring spec to play though, you'll basically just be doing a rotation of 1 1 1 2 with your CDs mixed in whenever appropriate.
