i seen a fire rift in an area of flame demon and imp npcs. the area flame npcs were fighting fire rift ember npcs. i thought all fire related npcs were with maelforge. why are they fighting each other?

There is a zone event called Bloodfire Behemoth that happens in Freemarch (and a few other zones). The bloodfire rebelled against the plane of fire, Maelforge. Due to that piece of lore this is likely this interaction or a similar one you were watching. Working as intended.
